This sub-project will analyze findings from the case studies of WP1 on the effectiveness and perceived legitimacy of local PoC practices.  Against this background, a set of ethical concerns will be raised and addressed, relating these to more general ethical positions on the protection of civilians as a humanitarian agenda. It thereby makes the normative premises of policy advice on PoC more explicit, and thereby prepares the ground for the sub-project on policy implications.
